07th October,2020

CKGS contract with the Government of India is ending on October 31st, 2020. Thus, applicants only with the compelling reason are requested to contact the Indian Mission/post directly to apply for the OCI, Renunciation, and Indian Visa.

CKGS website will not allow applicants to fill out any new application, w.e.f. October 14th, 2020 at 5pm EST.

Incomplete applications currently waiting for the missing documents shall be returned to the applicant on October 16th, 2020, evening using their shipping payment or a prepaid envelope if the requested documents are not received on or before October 16th, 2020.

  • Processed documents without a return shipping label or the return shipping payment shall be submitted to the Indian Mission/post on October 19th, 2020 morning.
  • Applications/documents without a return shipping label or the return shipping payment shall be submitted to the Indian Mission/Post on October 19th, 2020 morning.
  • New Postal applications will not be accepted by CKGS, w.e.f. October 19th, 2020. Applications/Mission documents received on or before October 16th, 2020, shall be accepted and processed by CKGS.

The applicant, with a compelling reason only, would need to contact the Indian Mission/Posts for further information.

The applicant will be able to track their application status on the CKGS website, which is already under process at CKGS or Indian Embassy/Consulate even after October 31st, 2020.

Advisory on Travel to India

In view of the rapid spread of coronavirus, the Government of India has issued the following instructions:

  1. All existing visas, except diplomatic, official, UN / International Organizations, employment and project visas, stand suspended till 15 April 2020. This will come into effect from 1200 GMT (0800 EST) on 13 March 2020 at the port of departure.
  2. Visa free travel facility granted to OCI card holders is kept in abeyance till 15 April 2020. This will come into effect from 1200 GMT (0800 EST) on 13 March 2020 at the port of departure.
  3. Any foreign national who might need to travel to India for compelling reasons may contact the nearest Indian Mission / Consulate.
  4. All incoming travelers, including Indian nationals, arriving from or having visited China, Italy, Iran, Republic of Korea, France, Spain and Germany after 15 February 2020 shall be quarantined for a minimum period of 14 days. This will come into effect from 1200 GMT (0800 EST) on 13 March 2020 at the port of departure.
  5. All incoming travelers, including Indian nationals, would be subject to medical screening and can be quarantined for a minimum of 14 days on their arrival in India.
  6. International traffic through land borders will be restricted to designated check posts with robust screening facilities. Ministry of Home Affairs will separately notify these check posts.

Update on COVID-19 : revised travel advisory

Subject: Travel and Visa restrictions related to COVID- reg.

In supersession of all earlier advisories issued on this subject BoI has issued the following instructions in pursuance of the meeting of Cabinet Secretary on March 10, 2020.

  1. All regular (sticker) Visas/e-Visa granted to nationals of France, Germany and Spain and issued on or before 11.3.2020 and who have not yet entered India stand suspended with immediate effect.

  2. All regular (sticker) Visas/e-Visa (including VoA for Japan and South Korea) granted to nationals of Italy, Iran, South Korea, Japan and which have been issued on or before 03.03.2020 and who have not yet entered India remain suspended.

  3. Regular (sticker) visa/e-Visa granted to nationals of China, issued on or before 05.02.2020 suspended earlier continue to be suspended.

  4. Regular (sticker) visas/e-Visas granted to all foreign nationals who have travelled to China, Iran, Italy, South Korea, Japan, France, Germany and Spain on or after 01.02.2020 and who have not yet entered India stands suspended with immediate effect.

  5. All aforementioned restricted category of foreign nationals may not enter India from any Air, Land or Seaport ICPs. Those requiring to travel to India due to compelling reasons, may seek fresh visa from the nearest Indian embassy/consulate. Italian and South Korean nationals, who are granted fresh visa issued after 05.03.2020 should carry ‘tested negative for COVID-19’ medical certificate from designated laboratories of Italy and South Korea.

  6. Indians and OCI card holders from Italy and South Korea should carry ‘tested negative for COVID-19’ medical certificate from designated laboratories of Italy and South Korea. OCI card holders of other countries are free from visa restrictions but shall need to undergo mandatory health check upon arrival in India.

  7. Visas of all foreigners already in India remain valid. They may contact the nearest FRRO/FRO through e-FRRO module for extension/conversion etc of their visa or grant of any consular service if they choose to do so.

  8. Holders of Diplomatic passports, Official passports, officials of UN and other international bodies and aircrew from above eight countries are exempted from such restriction on entry. However, their medical screening on arrival is compulsory.

  9. All foreign and Indian nationals entering into India from any port are required to furnish a pair of duly filled self-declaration forms (including personal particulars i.e. Phone number and address in India) and travel history to health officials and immigration officials at all arrival ports.

  10. These restrictions will remain in force till further orders.

Those requiring to travel to India under compelling circumstances may apply for fresh visa to nearest Indian Embassy/Consulate.

  4. Diplomats, officials of UN and other International bodies, OCI cardholders and Aircrew from above countries are exempted from such restriction on entry. However, their medical screening is compulsory.

  5. Passengers of all international flights entering into India from any port are required to furnish duly filled self declaration form (including personal particulars i.e. phone no. and address in India) and travel history, to Health Officials and Immigration officials at all ports.

  6. Passengers (foreign and Indian) other than those restricted, arriving directly or indirectly from China, South Korea, Japan, Iran, Italy, Hong Kong, Macau, Vietnam, Malaysia, Indonesia, Nepal, Thailand, Singapore and Taiwan must undergo medical screening at port of entry.

  7. Indian citizens are advised to refrain from travel to China, Iran, Republic of Korea, Italy and advised to avoid non-essential travel to other COVID-19 affected countries.

Conversion of PIO card to OCI card (OCI in lieu of PIO)

PIO Card Validity Extended up to September 30, 2020

Ministry of Home Affairs has informed that Bureau of Immigration (BoI) will accept all Person of Indian Origin (PIO) cards (including handwritten PIO cards) as valid travel document till September 30, 2020, along with valid foreign passport. All Indian Immigration Check Post (s) will continue to consider PIO cards valid for exit from / entry into India till 30th September, 2020 instead of earlier circulated deadline i.e. 31st March, 2020. This extension of timeline is subject to the condition that if in the meantime any deadline is notified by the International Civil Aviation Organisation (ICAO) thereby making handwritten PIO cards invalid, then PIO cardholders may have to obtain appropriate visa from Indian Missions / Posts.


All PIO cardholders are meanwhile advised to convert their PIO cards to OCI cards well in time.
  1. OCI card is a smart card;
  2. Possession of an OCI card will facilitate quicker immigration clearance at Immigration Check Posts;
  3. It will help in obtaining various Consular Services from Indian Missions/Posts;
  4. For those who are resident in India, it will facilitate in availing various services in India.
    • The fee for conversion of PIO card to OCI card is $100. The fees for issuance of fresh OCI cards will remain as $275.

Temporary Relaxation on OCI Reissue

The following OCI guidelines have been in force since 2005:

1. OCI card needs to be re-issued each time a new passport is acquired by the cardholder up to the age of 20 years.

OCI card is required to be re-issued once on acquiring a new passport after completing 50 years of age.

Re-issuance of OCI card is not required each time a passport is issued to a cardholder between 21 and 50 years of age.

2. This is to inform that Government of India has decided to grant temporary relaxation till 30th June 2020 in the following cases:

In case an OCI card holder below the age of 20 years has not got the OCI card re-issued on change of passport, he/she may travel on the strength of his/her existing OCI card bearing old passport number subject to the condition that along with the new passport, the OCI cardholder carries old passport mentioned in the OCI card.

In case an OCI card holder who has attained the age of 50 years and has got his/her passport renewed subsequently but has not got his/her OCI card re-issued on renewal of his/her passport, he/she may travel on the strength of the existing OCI card along with the old and new passports.

3. It is, however, advised that OCI cardholders may take steps to comply with the existing OCI guidelines in Para 1 above and renew their OCI cards as required by the rules.

Guidelines about the Reissuance of Overseas Citizen of India (OCI) Card

It has been noticed that some OCI cardholders were not allowed to board flights to India as the passport numbers on their OCI cards did not match with their current passport numbers and the OCI cards had not been reissued.

To avoid this inconvenience, OCI cardholders are required to note the following guidelines regarding the reissuance of OCI Card:


Up to the Age of 20
- OCI cardholders must reissue the OCI Card each time their passport is renewed.

Between 21-50 years
- Reissuance of OCI Card is not required each timethe passport is renewed. It is advisable to carry the old passport along with the current passport and the OCI Card as part of abundant caution, but is not mandatory.

After completion of 50 years of age,
OCI Card is required to be reissued mandatorily.


Note on Biometric enrolment

Biometric enrolment for VISA application is mandatory for Walk- In Applicants of San Francisco and New York Jurisdiction.

Exemption cases:

The following categories applicants are exempted from biometric enrolment:
  • Applicants of the age below 12 Years or above 70 Years.
  • Applicants holding official passport, Diplomatic passport or UN passport.
  • Applicants with no fingers
Exception cases:
  • Applicants with poor finger prints need to sign the exception form.
  • Applicants with less number of fingers will be required to give biometrics only of the existing fingers and need to sign the exception form.

OCI in Lieu of PIO

All PIO cards are valid until March 31, 2020. AFTER March 31, 2020, handwritten PIO cards will be considered as an Invalid travel documents according to the ICAO guidelines. Therefore, all applicants, who have not yet converted their PIO cards to OCI card, are requested to apply for OCI in lieu of PIO.

Foreign nationals can travel with valid travel document i.e. Passport and PIO Card if the date of their journey commenced ON or BEFORE
March 31, 2020.

Important Notification for Travellers to India - Ban on Import or Use of satellite phones in India

All Persons travelling to India are informed that the use of 'Thuraya', 'Iridium' and other satellite phones are banned in India. Therefore, the travelers are advised that they do not carry or use 'Thuraya' / 'Iridium' or any other Satellite Phones to India.

Foreigners carrying such satellite phones to India will be detained and are liable for penalties with confiscation of such satellite phones under Section 6 of Indian Wireless Act and Section 20 of Indian Telegraph Act.


ADVISORY FOR INDIAN NATIONALS

Indian nationals traveling and / or residing in the United States are advised to be mindful of the laws of the United States, including those relating to treatment of young children. There have been cases brought to the attention of the Embassy from time to time, when children of Indian nationals have been taken into the custody of United States authorities (Children / Family Services) on reported grounds of negligence / maltreatment of those children by parent(s).

Revised Visa Fee Notification

CHANGE IN BUSINESS AND TOURIST VISA FEES FOR US NATIONALS :

IMPORTANT - Government of India has revised the Visa fees for TOURIST and BUSINESS visas for U.S. nationals, effective from June 18, 2018
From June 18, 2018, US$160.00 will be charged for Tourist and Business Visas for U.S. nationals, irrespective the duration of the visa and number of entries.
Visa fees in respect of all other categories, except Tourist and Business Visas for U.S. nationals, remain unchanged.

CKGS is a mere facilitator and does not determine the Visa Fees.
CKGS is not responsible for any delays caused as a result of the change in Visa Fee Structure.

The Consulate has been informed by the Ministry of Home Affairs of the Government of India on 29 January, 2015 that the Central Government has vide Notice No. 26011/06/2015 – OCI dated 29th January, 2015 had issued instructions dispensing with the requirement of 'U' visa sticker on the foreign passport of an Overseas Citizen of India (OCI) cardholder with immediate effect and modifying the OCI registration certificate with an endorsement "Visa validity - Lifelong".
  2. As per procedure till date, the OCI documents consisted of an OCI Registration Booklet and a multiple lifelong 'U' (Universal) Visa sticker which was pasted on the foreign passport of applicants eligible for issue of an OCI card. It was mandatory for registered OCIs to carry their passports containing 'U' visa and the OCI registration certificate for entry into/ exit from India.
  3. From now on, registered OCI cardholders would carry their valid foreign passport and the OCI Registration Certificate for entry/exit from India. Immigration authorities in the Immigration Checkposts (ICPs) have been requested not to insist on production of the foreign passport containing the 'U' visa sticker in the case of OCI cardholders while they enter/exit India and the immigration clearance may be granted based on production of the OCI card and a valid passport.
  4. All existing OCI cardholders and new applicants for an OCI card are requested to take note of the aforementioned changes.
  5. OCI cardholders who have lost their passports containing the 'U' Visa are not required to apply for a re-issue of OCI card under 'lost/stolen' category.
  6. Till further notice, it is mandatory for the following categories of applicants to seek re-issue of OCI registration certificate under OCI miscellaneous services:
    • who are 20 years of age or younger, OCI registration certificate must be re-issued each time a new passport is issued;
    • who are 50 years of age or older, OCI registration certificate must be re-issued once after the issuance of a new passport.
  7. The following categories of applicants are not mandated to seeking re-issue of OCI Registration Certificate each time a new passport is issued:
    • If the OCI registration certificate is issued for the first time after the age of 50 years, then there is no need for re-issuance of OCI;
    • For an applicant who is 21 to 49 years of age, there is no need to re-issue OCI registration certificate.
New Rules for PIO

Effective 30th September 2014 – as per the Notification of the Ministry of Home Affairs, the PIO Rules have changed:
  • A PIO Card issued to an applicant shall be valid for his lifetime from the date of its issue provided that such applicant has a valid US or Foreign Passport.
  • The above is valid for existing PIO Cards and as well as New PIO Cards issued post 30th September 2014.
  • PIO Cards holders if staying in India for a period of over 6 months need not go to FRRO (Local) and get their extended stay endorsed. This ruling is done away with.

New Visa Application Norms for applicants of Indian Origin

All applicants of Indian Origin with US Passports, applying for Tourist Visas are herewith advised to apply for longer term 10 year duration visas only.

Short term visas (less than 10 years duration) are only granted to applicants who
  1. Have already applied for PIO / OCI and are awaiting process completion;
  2. Non US passport holders
  3. Applicants applying for Emergency visas
  4. For Minors (5 years only)
  5. Any other category which the Consulate decides as per Government of India Regulations.

IMPORTANT NOTE: If you ever held an Indian Passport, it is mandatory to provide proof of Renunciation of Indian Citizenship along with your Visa / OCI / PIO application. Please click www.in.ckgs.us/renunciation for document checklist, forms and fees.

Visa application procedures for [Tibetan] IC holders who have NORI

All IC holders with NORI can directly apply for a visa at the Consulate either in person or by post, by sending their IC in original, a print out of an online-completed visa application form, two photographs, copy of address proof and proof of current residency status in the United States, and a return envelope through a courier that is amenable to tracking. The visa will be issued on a gratis basis.

Transfer of Valid visa from Expired US passport to New US passport

Applicants will no longer be able to apply for Transfer of Visa as the same has been removed from Government of India Website. If you already have an Indian visa in your old passport then you are requested to,
  1. Carry your old passport (with Indian Visa) and new valid passport.
    OR
  2. Apply for Regular Visa as Transfer of Visa Category has been removed.

All applicants are advised to book their travel plan upon obtaining the appropriate visa. CKGS will not be responsible for any loss for any bookings made in anticipation of obtaining a Visa.

Applicants are not supposed to contact the Embassy / Consulate when their application is under process.

Important Notice on Outside Agent Soliciting

The India Visa Application Centre has received reports of Applicants being approached by persons(s) posing as an official of the IVAC outside the IVAC premises, attempting to provide visa application services. Applicants are strongly advised not to divulge personal information or provide payment to anyone claiming to work for the IVAC OUTSIDE IVAC PREMISES. You would not be approached outside the premises by anyone authorized to provide VAC services.

All applicants are advised that any services that they may choose to receive from any person / agency is at their own discretion and the IVAC will not be responsible for any misinformation or charges that they may choose to pay to such persons / agencies.

We strongly encourage all visitors to the IVAC to report any such incidents to the IVAC staff immediately.

Acceptance of fees via Credit Card

In case of payments made via credit card, actual bank / agency charges will have to be borne by the applicant. CKGS will accept fees online via credit cards only.

You can now choose to send and receive your passport / document to our application center / home or office by choosing an optional courier service provided by FedEx / UPS.

  • Applicants with poor finger prints need to sign the exception form.
  • Applicants with less number of fingers will be required to give biometrics only of the existing fingers and need to sign the exception form.

IMPORTANT NOTICE FOR HOUSTON JURISDICTION

All 3rd party agencies who are registered with CKGS on behalf of the Consulate hereby confirm that they are dealing directly with applicants and not on behalf of any other 3rd party agencies.

CKGS has been instructed to suspend accepting applications from such defaulting 3rd party agencies and report this information to the Houston Consulate. Any reinstating of access to the module to the defaulting 3rd party agency and acceptance of applications by CKGS will be dependent on the discretion of the Houston Consulate. Notice regarding OCI cards match-up procedure

In the case of all OCI applications, the applicants are notified by email about the arrival of the printed OCI Registration Cards from New Delhi and are requested to send their current passports for match-up. It has been noticed that many applicants have not been monitoring or receiving the email notifications at the email addresses mentioned in their applications and this has led to delays in their dispatch of passports for match-up.

Henceforth, all OCI applicants are requested to monitor the status of their OCI applications online at: www.passport.gov.in/oci/statusEnqury

Passports for match up must be sent to CKGS only.

If the status indicates that the OCI Registration Cards have been dispatched to Houston from New Delhi and have been received in Houston, OCI applicants may take a print out of the status and act as follows:

Urgent / Emergency Applications

Please note that you can submit Urgent / Emergency Visa applications at our Center with $ 100 additional fees for this service between 9 am to 11 am on weekdays. We however do not guarantee that you will receive the visa on the same day as its dependent on various government emergency application procedures. Please only visit our center for pick-up after you have received an auto-email stating that your application is ready for pick-up. Our center closes at 6 pm.

Additionally, Students or applicants who are unemployed, it is mandatory to submit latest 3 month bank statement and One address proof when applying under this category. If you are not able to provide the bank statement, then Confirmed flight ticket has to be provided instead.
